When you add admission fees and the high cost of food and drink to the high cost of transport, a day or evening out can stretch the household budget to breaking point.

Bingo Backing MPs Pledge to Fight for Fair Play

Recent government statistics have revealed the rapid decline in the number of UK bingo halls. A decline of 29 per cent from 650 bingo halls in 1997 to 460 in 2010 has led to a campaign against what some MPs consider as foul play.

The fight for the survival of bingo halls may seem a surprising campaign for MPs to be backing as bingo games are a form of gambling, but the social aspect of the traditional bingo hall, known as land bingo, has clearly made its mark on the consciences of MPs from all three main political parties.

In autumn 2010, the Bingo Association announced that it had news from what is known as the All Party Parliamentary Group on Bingo (APPG). Since holding its first annual general meeting in October, the group embarked on a series of awareness campaigns with the aim of making land bingo games subject to the same level of VAT as other forms of gambling.

The campaigns were not successful in managing to exclude bingo from the rises; a result that many feel is unfair as VAT for online games has remained unchanged.

The group is chaired by the Conservative MP Brian Binley, who said: ‘I am delighted to have been elected as chair of the APPG on bingo. I have consistently called for a fairer taxation system for bingo halls in light of the social importance and that issue is a top priority for the group. You cannot underestimate the importance of bingo halls in the United Kingdom and I have been saddened by the closure of so many clubs over the last five years.’

New Labour MP Luciana Berger, elected as secretary of the group, commented: ‘Bingo was a big issue on the doorstep ahead of this
year’s election, which is why I pledged that if I was elected I would help the bingo industry reduce its tax burden. I am proud to have supported the bingo industry in the past but am now grateful that this new all party group has been formed to help drive the campaign forwards.’

Declining numbers at land bingo has been blamed on the impact of the smoking ban, the recent recession and the rising cost of VAT. On a night out everything has become more expensive and for bingo players, that bit extra is just too much. This trend has left land bingo halls struggling to compete and many independent and small venues closures.

Alan said: ‘This is my first visit to the club and it was good to see first-hand just how important bingo is to customers from a social interaction perspective.’? He later commented that ‘bingo plays a key role in local communities so it’s important that they are subject to a fair tax regime.’

Whether people play land bingo or swap to play bingo games online, it is important to remember that bingo is gambling. Players are responsible for themselves and there is no certainty of any winnings. Free bingo is the only form of the game online that offers no financial risk. It will be interesting to see if the government admits foul play on the higher rate of bingo VAT and reduces it to play fair.

Pensioners save bingo sessions.

It was just a few short months ago that pensioners from the Brownhills Senior Citizens Club in Walsall were facing the threat of losing their club, which would have meant the end of their much loved bingo sessions. In a new development however it has just been announced that plans have been changed and their club will stay intact.

Originally the plans involved a land swap between the supermarket giant Tesco and the local authority. It was alleged that Walsall Council had agreed to swop the authority owned building and land for a nearby plot owned by Tesco on the High Street. The Senior Citizens club on Pier Street would have been demolished to make way for the new superstore, and the newly acquired building would have been used by the council for Brownhills market, leaving the pensioners homeless.

Tom Kendal, 81, of Warren Place has been on the committee of the centre for many years and was dismayed with the news. At the time he said; “We run it ourselves and we pay for all the social events and gatherings. It gives people cheap days out every year and organises events like bingo and fish and chip supper evenings. It‘s a lifeline for elderly people in the area.”

The fight was supported by Barbara Cassidy, their local Labour Party ward councillor, who commented at the time; “This is a fantastic centre for our elderly residents and I really can’t understand why Tesco and Walsall Council don’t join forces to find a suitable new home for the club. Indeed, I believe that our Conservative-run council must ensure that Brownhills Senior Citizens Centre remains unaffected by the proposed Tesco development plans until a viable alternative has been found and the club members are happy with the outcome. This, of course, requires a strong stance by Cllr Andrew to protect the interests of local people against the might of Tescos. I for one do not wish to see our elderly citizens thrown out on the street.”

Approximately 40 members of the club meet up three times a week to play bingo. They organised a petition against the closure and managed to get about 350 signatures. They were relieved to hear that the Tesco development has now been altered so their club will remain intact. The Club Chairman, John Dunn said how delighted the club members were to hear that their club and weekly bingo games were safe. You wouldn’t find this sort of action at Virgin Bingo!

The Corporate Affairs Manager at Tesco, Tony Fletcher, confirmed; “The club will be retaining what they’ve got. The new plans involve purely moving other things around so that the building isn’t required.”

Wetherspoons to refurbish bingo club

It can be sad when a new bingo sites closes down, and one of the latest victims is the Hippodrome Bingo Club in March. It has recently been purchased by Wetherspoons and will no doubt make an excellent addition to their nationwide chain, especially if they get the go-ahead for some changes they wish to make.

They have submitted an application to Fenland District Council for a change of use, as well as several internal changes. They want to have a new entrance to include period style glazed double doors from Dartford Road, although they will repair and repaint the present semi circular glazed panel and art deco feature. They wish to alter the sloping floor on the ground floor in order to create a level floor, giving a larger open plan customer area.

A spokesman for Wetherspoons said; “The bar area will be designed to reflect the aesthetics of the existing architectural internal characteristics of the building.” They also intend to let more natural light into the building, as they feel this will give it a more modern feel. A slate profiled roof will replace the asbestos roof sheets “to blend in with the surrounding roof scape”.

Although the Hippodrome players would, we are sure, preferred to have stayed playing bingo in their original building as least they will have the consolation of being able to revisit their former bingo club and relax in even nicer surroundings with a drink.

Spain to Cut Down on Gambling

Following on from new legislation in France regarding gambling Spain has also announced it will be introducing new methods which aim to target problem gambling.

We’re used to seeing health warnings on packets of cigarettes, but it has now been said that slot machines in Catalonia will also carry warnings, advising players that if they play for too long then the machines may turn themselves off. This is part of a pioneering new project that aims to tackle problem gambling. Although not confirmed it is believed that the machines will flash a message every 30 minutes, making players aware of how long they have been on the machines. In an even stricter move it has been said that one machine, known as ‘video lottery’ and installed in bingo clubs throughout Spain, has actually been programmed to switch itself off after 90 minutes of continuous use by one player.

These measures show some similarities to new legislation recently introduced in France, which means that online gaming operators must show a player how much money they have staked in a session, as well as how long they have been playing for. The French legislation though appears to benefit the government more than the players, as under the new policies they will receive more tax. It also seems to be somewhat a protectionist policy, as it means that overseas operators will find it difficult to offer their services within France, leaving a clear way for French operators to gain an advantage and so keep a larger portion of money within the French economy.

Most operators within the internet bingo industry already work with organisations such as Gamcare to monitor and also help those who feel that gambling is more of a pastime, whilst these latest reports seem to indicate that certain European governments are taking a more proactive approach in an attempt to restrict players. Organisations like Gamcare and the GREaT Foundation have done much research in the field and this, combined with their years of experience, means they are an effective force, unlike some of the measures introduced by governments which do not seem to be particularly well thought out.

The measures being considered by Spain may flash several warnings to a player when playing on sites such as Red Bus Bingo, and even lead to the machine switching itself off, but there is nothing to stop a player simply changing to another machine. Many people believe it is more beneficial to educate both operators and society in general so that they can spot the signs of problem gambling, and hopefully nip any potential problems in the bud before a person becomes addicted.

The problem with much of the new legislation seems to be that it is being introduced by bureaucrats, instead of by people who have experience within the gambling industry. It has been suggested that this is an ideal time for bingo operators of all countries to form an online bingo association to help shape future legislation which would truly be beneficial to all members of the community, instead of being mostly in place to line the pockets of a fortunate few.

Also the Rank group announcing improved figures shows there still is a place for offline bingo. This is no doubt a wake up call for all land based bingo halls to shake up their business model. It is now a fight for their survival and plodding along like they use to will not cut the mustard anymore. Bingo players are very loyal and until now offline bingo rooms have been relying on this solely for their business. It looks like it is time for them to start shaking it up and attracting a new crowd off offline bingo players.
